Coon Eun Levee and Drainage District was established by an order entered at the December term, 1899, of the county court within and for the county of Morgan, in pursuance of the provisions of an act entitled “An act to provide for the construction, reparation and protection of drains, ditches and levees across the lands of others,” etc., approved and in force May 29, 1879. (Hurd’s Stat. 1899, p. 664.)
