Michael Meehan petitions for review of the February 12, 2002 order of the Pennsylvania Board of Probation and Parole (Board) that denied Meehan’s administrative appeal from the Board’s December 6, 2001 decision finding that Meehan was at liberty on parole from his sixteen-year state prison sentence and, therefore, not entitled to custodial credit for the time he resided at Keenan House, a licensed inpatient drug and alcohol treatment clinic.
