Schuylkill Township (Township) appeals an order of the Court of Common Pleas of Chester County that affirmed an adjudication of the Secretary of Labor and Industry (Secretary) to invalidate a Township ordinance because it conflicted with the Department of Labor and Industry’s regulation establishing uniform construction standards in Pennsylvania. The Township enacted Ordinance 2005-01 to require the installation of automatic sprinkler systems in most new construction in the Township.
