MEMORANDUM OPINION AND ORDER
ROVNER, District Judge.
I. INTRODUCTION
Defendants are charged with various offenses stemming from the FBI’s “Operation Incubator” probe into possible corruption in the awarding of collection contracts by the City of Chicago and Cook County, Illinois.
