OPINION
NETTESHEIM, Judge.
This case is before the court on two motions by defendant to dismiss the complaint for lack of jurisdiction. Two issues are presented for consideration. The first is whether a contractor submitted to the contracting officer a claim, such that the contractor’s filing in the Claims Court over a year after the issuance of a final decision on the purported claim renders its suit untimely.
