The Supreme Court granted a petition for writ of certiorari filed by the petitioners, W. Bart Lloyd (Lloyd) and Elizabeth Lloyd (collectively, petitioners or Lloyds), seeking review of a judgment of the Superior Court affirming the decision of the Zoning Board of Review for the City of Newport (zoning board or board), which granted a special-use permit to Mark Bar-dorf and Diana Bardorf (respondents or Bardorfs). 1 The trial justice decided two consolidated appeals from the zoning board. 2 However, we granted certiorari only with respect to the decision…
