The instant cause of action arose as a consequence of an accident occurring on February 16,1982, on Illinois Route 98, in Groveland Township, Tazewell County, Illinois, at approximately 9:50 p.m. Claimants, Dawn Scott and Richard Olson, were passengers in a vehicle owned by Christine Barge and driven by Joseph Warren in a westerly direction on Route 98 at a point approximately 250 feet west of the entrance to Dirksen Park when it came into contact with water which had accumulated on the roadway surface causing the driver to lose control of the vehicle which then collided with…
