In December 1985 the President of the United States signed into law the Department of Transportation and Related Agencies Appropriations Act of 1986 (Pub L 99-190). The Department of Transportation and Related Agencies Appropriations Act of 1986 § 324 (a) provides that "[t]olls collected for motor vehicles on any bridge connecting the borough of Brooklyn, New York, and Staten Island, New York, shall only be collected for those vehicles exiting from such bridge in Staten Island” (emphasis added).
