This matter came before the Supreme Court on January 26, 1996, pursuant to an order granting the motion of the respondent, Church Community Housing Corporation (CCHC), for expedited consideration of this appeal from a decision of the Zoning Board of Review of the Town of Middletown (the zoning board or board).
