The moratorium imposed by the General Assembly on the use of the provisions of the Low and Moderate Income Housing Act, G.L. 1956 chapter 53 of title 45 (the act), by private, for-profit developers has generated a number of appeals to the State Housing Appeals Board (SHAB) and, in turn, to this Court.
