This appeal arises from the district court’s denial of appellant William M. Brinton’s Freedom of Information Act (FOIA) suit for State Department documents. Appellant requested legal opinions prepared for the Department of State by the Department’s Office of the Legal Adviser, conceming United States policy on issues involving Israel and the West Bank, the Golan Heights, and the Gaza Strip.
