ARNOLD, Circuit Judge.

This case arises under the Freedom of Information Act (FOIA), 5 U.S.C. § 552. Plaintiff James Miller requested certain information from the State Department. When, after the passage of a year, he had received only a handful of documents, and repeated inquiries to Department officials had borne no fruit, he filed this suit in the District Court, 1 seeking injunctive relief against the Department and certain named employees 2 and also recovery of his costs of suit, including legal fees.
