In 2002, Plaintiffs-Appellees Daniel Kovacic and Katherine Kovacic (collectively, “the children”) were temporarily removed from the custody of their mother Plaintiff Nancy Kovacic (“Nancy”) by Defendant Cuyahoga County Department of Children and Family Services (“CCDCFS”).
