Peter Kofi Annan (the “plaintiff’) has appealed the decision of the United States Citizenship and Immigration Services (“USCIS”) denying his application for naturalization. 1 The parties have filed cross-motions for summary judgment. See [Doc. Nos. 10, 12], On March 31. 2016. the Court *598held a hearing on the motions and took the matter under advisement.
