MEMORANDUM OPINION AND ORDER
WILLIAM T. HART, District Judge.
Jessica K., who was born in June 2003, is a developmentally delayed girl with speech, language, and motor skill limitations. She lives with her parents in the City of Chicago. Jessica previously attended a preschool that is part of the Chicago Public School System (“CPS”). Following February 2008 meetings, an Individual Education Program (“IEP”) was developed.
