RULING ON PENDING MOTIONS
This ruling disposes of three pending motions. The first is a motion to reconsider this court’s ruling of December 28, 1982, in which this court dismissed the action in total on Younger abstention grounds, in response to a motion by the state defendants to dismiss or stay. This ruling supersedes that earlier ruling. The other two. motions decided here are motions to dismiss filed by the two private defendants.
