After an administrative hearing, the Secretary of State assessed the plaintiff, Ekco, Inc., additional vehicle license fees under the International Registration Plan (IRP). Ekco sought administrative review of the Secretary’s decision, but the circuit court of Sangamon County affirmed the assessment. On appeal, Ekco challenges the Secretary of State’s authority under the IRP to assess additional fees and also the constitutionality of both the IRP and the Secretary’s interpretation of it.
