This appeal arises out of orders of the Illinois Commerce Commission (Commission) entered in a proceeding to determine the propriety of new tariff sheets filed by Central Illinois Public Service Company (CIPS). (Central Illinois Public Service Co. (Mar. 18, 1992), Ill. Com. Comm’n No. 91 — 0193 (Commerce Commission’s order) (hereinafter Commerce Commission’s order).)
