OPINION

WEISBERGER, Chief Justice.

This case comes before us on the appeal of the plaintiff, John C. Kaya (Kaya), from a summary judgment entered in the Superior Court in favor of the defendants, the city of *258Providence; John J. Partington, commissioner of public safety for the city of Providence; Colonel Bernard E. Gannon, chief of the Providence police department; and Stephen T. Napolitano, treasurer of the city of Providence. We affirm the summary judgment in favor of the city of Providence and all other defendants. The facts of the case insofar as pertinent to this appeal are as follows.
