{¶ 1} Appellant, Pour House, Inc., appeals from a judgment of the Franklin County Court of Common Pleas affirming a decision of appellee, Ohio Department of Health, and its designee, the Toledo-Lucas County Health Department (“Lucas County”), finding the Pour House in violation of Ohio’s Smoke-Free *682Workplace Act. For the following reasons, we reverse that judgment and remand the matter for further proceedings consistent with this decision.
