Pending before the Court is the Commonwealth of Puerto Rico and the State Elections Commission’s (“defendants”) Notice of Removal, filed October 16,1998 (Docket # 1), seeking removal of the above-captioned action from the Superior Court of the Commonwealth of Puerto Rico, Mayaguez Part, to this Court.
