OPINION

BAKER, Judge

Appellants-petitioners John E. Vranicar and Colin Reeves (collectively, Petitioners) appeal the trial court’s dismissal of their action seeking review of the decision of the Brown County Board of Commissioners (the Board) which refused to vacate a pub- lie way. Specifically, Petitioners argue that the trial court had subject matter jurisdiction to review the Board’s decision. Moreover, they contend that the Board’s action was arbitrary, capricious, and unconstitutional.
