I. Introduction

Pending before the court is Plaintiffs motion to remand this case to Saginaw County Circuit Court (Document 3). 1

This action arises out of the shooting death of Joseph Angel Padilla by police officer James Blondín on June 28, 1992. Plaintiff, the personal representative of the decedent’s estate, filed her complaint against the City of Saginaw, Police Chief Alex G.
