¶ 1. Attorney Timothy J. Riordan appeals Referee Christine Harris Taylor's report recom*44mending the court publicly reprimand Attorney Riordan for professional misconduct and impose the costs of the disciplinary proceeding on Attorney Riordan. Attorney Riordan argues that the matter should be dismissed, contending his conduct was justified as a matter of constitutional right and religious calling.
