In this 42 U.S.C. § 1983 action, Plaintiff Dexter A. Chambliss (“Chambliss”) alleges that five employees of the Alabama Department of Human Resources (“ADHR”) and its commissioner initiated and prosecuted a contempt petition against him to collect delinquent child support obligations from his Social Security Income benefits, in violation of the anti-attachment provision of the Social Security Act, 42 U.S.C. §§ 407(a), 1383(d)(1).
