This is an original proceeding in this court by the State at the relation of the police commissioners of the city of St. Louis to obtain a writ of prohibition against Judges Withrow and Eisher of the circuit court, prohibiting them or either of them from further entertaining jurisdiction of a certain injunction proceeding against relators, whereby they were temporarily restrained from qualifying as such police commissioners under the act of March 15, 1899 (Laws 1899, p. 179.).
