I. INTRODUCTION

This court granted plaintiff Cherie Easter-ling’s Motion for Class Certification under Fed.R.Civ.P. 23(b)(2) on January 4, 2010. See Ruling Re: Class Cert. (Doe. No. 75). The defendant, State of Connecticut Department of Correction, has moved the court to decertify the class based on the United States Supreme Court’s ruling in Wal-Mart Stores, Inc. v.
