OPINION

DEL PESCO, Judge.

The State of Delaware (Plaintiff) and the Roseann H. Harkins Revocable Trust, et al. (Defendants) find themselves embroiled in a real estate valuation dispute arising out of a condemnation action: Defendants have made a motion in limine to admit in evidence an appraisal of the subject property based on the subdivision development method of valuation. Plaintiff *247has made a cross-motion in limine, requesting that the appraisal be held inadmissible as a matter of law.
