This appeal is the second involving an application by the Florence Crittenton Home, on behalf of St. Patrick’s Day School, to the District of Columbia Board of Zoning Adjustment (hereinafter BZA) for a “special exception” to the Zoning Regulations to allow construction of a private school for kindergarten and elementary school-age children in a residential area (zoned R-l-B for one-family detached dwellings).
