MEMORANDUM AND ORDER
MILLER, District Judge.
The plaintiffs (collectively the “Miamis”) have filed a motion to “complete and supplement the administrative record and to allow expert testimony,” and a request for oral argument on the motion. The defendants (collectively the “United States”) oppose the motion with respect to the administrative record and expert testimony, and have not addressed the request for oral arguments.
