MEMORANDUM OPINION

This matter is before the Court upon Plaintiffs, Forest Service Employees for Environmental Ethics (“FSEEE”) and Daphne Sewing’s, Motion for Summary Judgment (Docket # 23). The Defendant, United States Forest Service (“Forest Service”) has filed a Motion for Cross Summary Judgment (Docket # 33). The Plaintiffs have filed a response (Docket # 36). The Defendant has filed a reply (Docket # 39). This matter is now ripe for adjudication. For the following reasons, the Plaintiffs Motion for Summary Judgment is GRANTED in part and DENIED in part.…
