Plaintiff-Appellant SPGGC, LLC, a seller of prepaid gift cards, sued to prevent the Connecticut Attorney General from enforcing a state consumer protection law that regulates the terms and conditions of such cards. The United States District Court for the District of Connecticut (Un-derhill, /.) granted the Attorney General’s motion to dismiss under Federal Rule of Civil Procedure 12(b)(6).
