This appeal presents two issues of subject matter jurisdiction under the Foreign Sovereign Immunities Act of 1976 (“FSIA”). 28 U.S.C. §§ 1330, 1332(a)(2)-(a)(4), 1391(f), 1441(d), 1602-1611. We must first determine whether the act of a foreign sovereign in issuing debt instruments to foreign creditors for the stated purpose of controlling the nation’s stock of foreign currency is “commercial activity” within the meaning of the FSIA.
