The named defendant, the city of West Haven (city), appeals from the decision of the compensation review division of the workers’ compensation commission dismissing its appeal and denying its motion to open and modify the award of the workers’ compensation commissioner for the third district in favor of the plaintiff, Harold J. Collins.
