WATSON, J.

Because of the circumstance mentioned in the foregoing concurring opinion, the court did not have opportunity in this case for that mature consideration and deliberation which its importance merits. Por that reason, and because of the changed personnel of the court, a full rehearing and reconsideration were deemed proper.
