We granted certiorari to review the court of appeals opinion in O’Dell v. Board of County Commissioners, No. 94CA0855 (Colo.App. May 18, 1995). The court of appeals determined that it was not bound by the factual findings of the petitioner, the Board of County Commissioners of Routt County (the Board), because all the evidence submitted to the Board was documentary evidence.
