The County of Delaware (Employer) appeals from an order of the Workmen’s Compensation Appeal Board (Board) which affirmed the referee’s decision granting Moses Thomas’ (Claimant) claim petition and awarding him total disability benefits, costs, and attorney fees. The issues presented are whether the Board and the referee erred in determining that Claimant met his burden of proof; failed to consider all the issues; failed to render a “reasoned decision”; erred in awarding medical and legal costs when the costs were not submitted until after the record was closed; and whether…
