Defendant Fiscal Court of Adair County, Kentucky (“Fiscal Court”), the governing body of the county, appeals from the district court’s judgment that the Fiscal Court refused to hire plaintiff Carlyne Terbovitz because of her sex in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. (1982).
