OPINION

CLAY, Circuit Judge.

Plaintiff Hannahville Indian Community (“Plaintiff Hannahville”) appeals the district court’s grant of a Motion to Enforce Stipulation and Consent Judgment in favor *808of the Governor of the State of Michigan (“Defendant”) pursuant to Fed.R.Civ.P. 7 and 54. For the reasons set forth below, we REVERSE the district court’s decision and REMAND to the district court to resolve ambiguous terms in the Stipulation and Consent Judgment with the aid of extrinsic evidence.
