Introduction
This matter comes before the Court as an appeal of an adversary proceeding liti gated in the bankruptcy court. In particular, Appellant Andrea Harchar seeks to reverse the bankruptcy court’s summary judgment decision in favor of Appellee United States, and two earlier dismissals under Federal Civil Rule 12.
