SEBRING, J:
Miami Water Works Local No. 654 is a labor union affiliated with the American Federation of Labor. The membership of the Union is composed of employees of the City of Miami in the Department of Water and Sewers. The Union has instituted suit in the Circuit Court of Dade. County, Florida, for a declaration of its rights in its relationships with the City. The Cóurt below has granted a motion to dismiss the bill of complaint and the plaintiff has appealed from this ruling.
