Troy Miller appeals the decision of the Merit Systems Protection Board denying him relief for a personnel action taken by the Department of Justice. The Board held that. Mr. Miller met his burden of showing that certain disclosures he made, found by the Board to be protected under the Whis-tleblower Protection Act, contributed to his reassignment.
