SCHULTZ, Justice.
This appeal from judicial review of a workers’ compensation determination involves issues concerning the requirement of providing 90-days notice to an employer and the commencement date of the two-year limitation period in a contested case pursuant to Iowa Code sections 85.23 and 85.26 (1975), respectively. This is the parties’ second appeal to this court. In 1981 by a per curiam opinion, Dillinger v.
