CLECKLEY, Justice:
In this original mandamus proceeding, the relator, the Charleston Building Commission, challenges its authority to acquire property, issue bonds to finance the acquisition, and lease the acquired property to the State of West Virginia pursuant to a lease-purchase agreement. The Charleston Building Commission contends that such actions neither exceed the statutory authority of a municipal building commission granted by W. Va.Code, 8-33-1 et seq., nor violate Article X, Sections 4, 6, or 8, of the West Virginia Constitution. We issued a rule to show cause and now grant the…
