Four organizations and two individuals (“appellants”) appeal the circuit court’s ruling that they lacked standing to challenge the decision of the State Water Control Board (“Board”) to grant a Virginia Water Protection Permit (‘VWPP”) to the City of Newport News (“the City”). Appellants contend they have standing under either Code § 62.1-44.29 of the State Water Control Law (“SWCL”) or Code § 9-6.14:16 of the Virginia Administrative Process Act (‘VAPA”).
