On October 11, 2001, Plaintiff Robin T. Rich-McGhie, administratrix of the estate of William O. Rich, deceased, filed a Motion for Judgment, in which she moved for judgment against the following Defendants: the City of Portsmouth (Portsmouth), Leonard Cook, Chief of Police, and unnamed officers of the Portsmouth Police Department (the Officers).
