I. Introduction
Plaintiff Marcel Cyr brings this civil rights action against the Addison Rutland Supervisory Union (“ARSU” or “Union”). Mr. Cyr, whose children attended the Benson Village School (“Benson school”) in the ARSU, alleges violations of the First and Fourteenth Amendments based on the Union’s issuance of two notices against trespass prohibiting him from entering onto Union property.
