Plaintiff Capital City Cab Service, Inc. (“Capital City”) is a Pennsylvania corporation that provides call-and-demand taxi services in Cumberland, Dauphin, and York counties. Plaintiff Ayal Salame is the president and owner of Capital City. Defendant Susquehanna Area Regional Airport Authority (“SARAA”) is a municipal authority enacted pursuant to the Municipal Authorities Act of 1945, as amended, 53 Pa.
