Veteran Arthur Hickson appeals, through counsel, a February 5, 2007, Board of Veterans’ Appeals (Board) decision that determined there was new and material evidence to reopen his previously denied Department of Veterans Affairs (VA) service-connection claim for an acquired psychiatric disorder and denied the claim on the merits. Record (R.) at 1-29.
