¶1 The Plaintiffs, Robert D. and Pamela N. Hickey, doing business as Baker Bus Service, filed a complaint in the District Court for the Sixteenth Judicial District in Fallon County, in which they alleged that the Defendant, Baker School District No. 12, was required to accept Baker’s low bid on a bus transportation contract. The complaint also asserted that the District’s bus transportation contract with Defendants John Geving and Gene Koppinger was illegal.
